Job Highlight
The Planning, Monitoring, Evaluation, and Learning Senior Coordinator will play a central role in advancing efforts to understand how WRI is contributing to impacts and fulfilling our responsibility to test our assumptions. Working directly with project teams, the PMEL Senior Coordinator is expected to provide technical backstopping support, including supporting the development of robust theories of change, MEL plans for projects, assisting with proposal development, evaluations, training events, workshops, and other learning events. Additionally, this position will lead in the data management in M&E system (DevResults) at WRI, assist teams in adopting the system, ensure training meets the needs of staff, robust data quality controls, and best practices in PMEL are applied in the projects. This position also shared responsibility to drive improvements in PMEL capacity across the organization
The PMEL Senior Coordinator will report directly to Head of PMEL and Managing for Results while working closely and collaboratively with project teams. This position will be based in Jakarta, with office-flex working arrangement and travel requirement as needed. What You Will Do
- Provide assistance to the Line Manager in operationalize a planning, monitoring and learning system for the projects.
- Facilitate theory of change development processes with teams across the organization, helping the project teams articulate and gather evidence to support their hypotheses, making key assumptions and risks explicit. Ensuring the Program outcome and impacts are in line with WRI Result framework.
- Provide technical support to WRI teams in planning, particularly in proposal development and early implementation stages, supporting building capacity within the technical teams to continuously monitor and evaluate their work
- Work closely with technical staff and field staff to collect the data of project implementation and ensure maintenance of accuracy, relevance, integrity, timeliness of data collected to verify the project progress and achievement.
- Lead the implementation of online project monitoring system to provide progress update and project implementation planning.
- Lead the intentional cycle of evaluations in WRI by providing need-based evaluation support, designing and carrying out evaluations, assisting in the writing of lessons learned, tracking projects with evaluations, and ensuring the evaluation database is up to date and available for internal learning.
- Lead the Annual Progress Report across the Institute with the support from project team
- Provide support in generating knowledge and or lesson learn from WRI projects.
- Coordinate the capacity building for the project team in PMEL including provide training and technical assistance to the partner organization as requested.
Project Management
- Provide support to the Project team in applying standardize project management practices including to ensure the project/program have a robust planning with a specific, measurable, achievable and time-bound indicators and target.
- Lead the cross-programs monitoring and evaluation
- Provide Support to the Project Quarterly Review Performance
General Support
- Provide support in Project Reporting to the donors and other stakeholders
- Coordination with other WRI staff in maintaining WRI Indonesia data storage system.
What You Will Need
- Bachelor’s degree in in Development Studies, Community Development, Monitoring and Reporting, or other relevant topics. Master is preferred.
- Minimum 5 (five) years of relevant experience in planning, monitoring and reporting within the development sector, including in formulating of work plan and progress report.
- Strong knowledge of theory of change and monitoring and evaluation principles, with expertise in data management, qualitative tools, and evidence-based reporting.
- Good experience in quantitative and qualitative research including collection, analysis, and interpretation of data, and report writing.
- Proficieny in managing multiples projects through the project life cycle.
- Ability to identify project risks and possible mitigation strategies. Implement mitigation strategies on minor risks and seek support for major risks.
- Highly proficient in the use a range of relevant tools to support the monitoring program including MS. Office.
- Strong interpersonal skills, good track record to work effectively in a team with different cultures and professions to achieve expected objectives.
- Proficiency in Bahasa Indonesia or English on both verbal and written communications
- Ability to get involved and build good relationships with government institutions and other stakeholders
- Ability to work effectively in a fast-paced environment and cross-sectoral themes
- Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
- Ability and willingness to travel as assigned.
- Legally able to work in Indonesia
Performance Standard
- Demonstrate expertise in project-level planning, monitoring and evaluation
- Demonstrate practical experience in research and evaluation implementation, including developing method dan tools for data collection
- Ability to apply analytical techniques to develop high quality report
Contract Arrangement
Full-time with fixed-term employment agreement up to 30 June 2026 with 3 (three) months of consultancy contract apply before the fixed-term employment agreement started.

Must have authorization to work in Indonesia to be eligible for this position.
