The project involves the Project Management Consultancy (PMC) services for the construction of refrigerated storage facilities in Thailand. The PMC team will manage and supervise the EPCC contractor to ensure design integrity, safety, quality, cost control, and timely project completion. The PMC scope includes engineering reviews, procurement coordination, construction oversight, SHE management, commissioning support, and process safety compliance.The project will have large-scale cryogenic storage tank along with associated facilities for liquid storage, send-out systems, and marine operations. The PMC will ensure all deliverables comply with Thai regulations, international standards (API, NFPA, IEC, etc.), and best industry practices.1. Engineering ManagerRole Overview: The Engineering Manager will lead the engineering review and management team within the PMC organization. This role ensures design quality, technical integrity, and smooth coordination among all disciplines (civil, mechanical, electrical, process, piping, instrumentation, and control).Key Responsibilities:<ul><li>Lead and manage all engineering disciplines to ensure design compliance, safety, and alignment with project schedule.</li><li>Review EPCC contractor's engineering deliverables, including drawings, reports, and calculations.</li><li>Coordinate interfaces between procurement, construction, and commissioning teams to avoid design conflicts.</li><li>Ensure adherence to international standards, industry best practices, and project-specific design philosophies.</li><li>Lead critical design review sessions such as HAZOP, SIL verification, and constructability reviews.</li><li>Provide technical recommendations to the Project Manager and support design change evaluations.</li></ul>Requirements:<ul><li>Minimum 12+ years of experience in similar roles on large-scale petrochemical or LNG/refrigerated storage projects.</li><li>Valid Council of Engineers (Thailand) license (mandatory).</li><li>Based in Thailand with excellent English communication skills.</li><li>Prior experience with refrigerated tanks or liquid ethane storage projects is highly preferred.</li></ul>2. Procurement ManagerRole Overview: The Procurement Manager will oversee all procurement activities, ensuring timely sourcing, vendor selection, and coordination with the engineering team and EPCC contractor.Key Responsibilities:<ul><li>Lead procurement planning, RFQ processes, bid evaluation, and vendor selection in coordination with the engineering team.</li><li>Review vendor technical documents and ensure compliance with project specifications.</li><li>Monitor and expedite the EPCC contractor's procurement schedules to meet project timelines.</li><li>Coordinate with logistics, quality control, and engineering to ensure seamless vendor and materials management.</li><li>Identify risks in the supply chain and develop mitigation strategies for potential delays.</li></ul>Requirements:<ul><li>12+ years of procurement experience in EPC or PMC projects (preferably LNG or refrigerated storage).</li><li>Strong communication and negotiation skills (English proficiency required).</li><li>Based in Thailand, with hands-on experience in vendor management and procurement planning.</li></ul>3. SHE ManagerRole Overview: The SHE Manager will implement and enforce Safety, Health, and Environment (SHE) systems for the project. This role ensures that all EPCC contractor activities adhere to project safety policies, Thai regulations, and international standards.Key Responsibilities:<ul><li>Develop and implement SHE policies, plans, and procedures across the project.</li><li>Conduct risk assessments, safety audits, and incident investigations.</li><li>Coordinate closely with EPCC contractors to ensure compliance with EHS standards and EIA/EHIA requirements.</li><li>Monitor construction activities, including hazardous material handling, to prevent SHE incidents.</li><li>Conduct safety training and awareness programs for all site personnel.</li></ul>Requirements:<ul><li>10+ years of experience in SHE roles for major EPC or PMC projects.</li><li>Valid Safety Officer License (Thailand) is required.</li><li>Strong experience in cryogenic or petrochemical construction projects preferred.</li><li>Good English communication and reporting skills.</li></ul>4. Process Safety ManagerRole Overview: The Process Safety Manager will be responsible for hazard identification, process risk management, and safety assurance during all project phases.Key Responsibilities:<ul><li>Lead HAZOP, HAZID, LOPA, and SIL studies and ensure all safety recommendations are implemented.</li><li>Oversee the design and verification of safety instrumented systems (SIS) and emergency shutdown procedures.</li><li>Review EPCC contractor's process design for compliance with safety codes (API, NFPA, IEC).</li><li>Support Pre-Start-up Safety Reviews (PSSR) and ensure operational readiness from a safety standpoint.</li><li>Collaborate with the SHE Manager for integrated safety management.</li></ul>Requirements:<ul><li>10+ years of process safety experience in LNG/petrochemical/cryogenic storage projects.</li><li>COE license and functional safety certification (e.g., TUV) preferred.</li><li>Based in Thailand with strong English proficiency.</li><li>Proven record in managing process safety studies for EPCC projects.</li></ul>
