Rhizome is seeking a Manager of Market Development and Policy who can accelerate the electric utility adoption of our software platform through engagement with the energy regulatory and policy community. This role will bridge the gap between technology, policy, and practice—driving the evolution of regulatory frameworks and utility planning practices to build a more resilient energy future. The Manager of Market Development and Policy will monitor and analyze policy developments and utility plans, design and implement regulatory strategy, and serve as a thought leader representing Rhizome in stakeholder conversations with states, utilities, and others in the policy ecosystem. Focused on the $500B resilience investment gap in the grid today, our mandate is simple: Help electric utilities proactively adapt to climate change by integrating critical climate-asset intelligence into their existing planning workflows. As the world experiences record-breaking climate-related impacts, especially related to grid failures, our platform identifies future vulnerabilities from storms, floods, extreme temperatures, and wildfire ignition risks on utility assets at high resolutions and empowers planners to optimize investment deployments that keep society safe during natural hazard events.<h4>Roles and Responsibilities</h4>Policy Monitoring and Analysis<ul><li>Track and analyze state-level regulatory proceedings, legislation, and policies related to grid resilience, wildfire mitigation, and utility system planning.</li><li>Translate regulatory requirements and timelines into actionable insights for sales, marketing, product design, and company strategy.</li><li>Distill the regulatory data and dynamics between utilities, regulators, and third-party stakeholders to keep the Commercial team informed of operational nuances for current and prospective customers. </li></ul>Regulatory Engagement and Strategy<ul><li>Identify and qualify regulatory proceedings and policies to engage with and develop strategy for engagement.</li><li>Develop policy positions and recommendations that advance resilience planning and align with company objectives.</li><li>Develop and present subject matter at industry conferences and individual stakeholders pertaining to resilience planning and Rhizome’s software solutions.</li><li>Draft comment letters, white papers, and testimony for regulatory proceedings, or, when necessary, hire attorneys or consultants to do the same.</li><li>Support utilities and public agencies in integrating Rhizome’s platform into regulatory filings, planning processes, and compliance frameworks.</li></ul>Stakeholder Engagement<ul><li>Represent Rhizome at industry forums, working groups, and policy convenings.</li></ul>Cultivate relationships with regulators, policymakers, utilities, NGOs, and trade associations to advance Rhizome’s policy goals.&nbsp;Cross-Functional Collaboration<ul><li>Collaborate with the commercial team to align regulatory efforts with sales activities.</li><li>Partner with the customer success team to support utility clients navigating policy and regulatory requirements.</li><li>Partner with product and engineering teams to ensure alignment between policy trends and product capabilities.</li></ul><h4>Qualifications</h4><ul><li>5–8 years of professional experience in energy policy, utility regulation, or related fields.</li><li>Bachelor’s Degree required; advanced degree in public policy, law, energy systems, or related discipline preferred.</li><li>Strong understanding of electric distribution planning, resilience, and utility proceedings (e.g., rate cases).</li><li>Demonstrated experience engaging with state utility commissions, state and federal agencies, utilities, and other stakeholders (e.g., consumer advocates).</li><li>Excellent writing and communication skills, with the ability to translate complex policy into actionable insights.</li><li>Familiarity with utility planning software or SaaS platforms</li><li>Knowledge of AI/ML approaches or ability to learn quickly.&nbsp;</li><li>Ability to thrive in a fast-paced startup environment with both strategic and hands-on responsibilities.</li><li>Ability to manage numerous strategies, projects, and initiatives simultaneously with minimal supervision.</li><li>Familiarity with utility planning software or SaaS platforms.</li><li>Established network in the energy policy and regulatory community.</li><li>Exceptional oral and written communication skills; enthusiastic about leading meetings virtually and in person.</li><li>Enthusiasm, energy, and optimism for building from scratch and growing through impact.</li><li>Ability to execute under pressure and under tight timelines. </li></ul>We’ll pay extra close attention if you have:<ul><li>B2B SaaS experience specifically in the utility sector</li><li>Previous experience working at a utility or public utilities commission</li></ul><h4>Culture and Core Values</h4>At Rhizome, we lead with compassion and empathy, aiming to understand before we help.
