AECOM is seeking a seasoned Program Manager to support a nationwide capital construction program for a U.S. Federal client. Acting as the Owner’s Representative, this role is responsible for providing strategic oversight and leadership across multiple projects, ensuring successful delivery from early planning through construction closeout. The Program Manager will lead multidisciplinary teams, partner closely with internal stakeholders and external agencies, and serve as a trusted representative of the client—driving performance, managing risk, and ensuring projects are delivered on time, within budget, and in full compliance with contractual and regulatory requirements.The responsibilities will include but not limited to the following:<ul><li>Responsible for leading a construction management team to deliver capital construction program for US Federal Government clients. </li><li>Responsible for managing, coordinating, and administering a program or groups of projects from conceptual stages through all phases of the projects, with the assistance of the project team. </li><li>Responsible for overall performance of the program team and takes the lead in reporting and ensuring project completion within budget, schedule and in conformance with specifications.  </li><li>Reviews contracts, scope documents, and available data for the project, and establishes schedules and budgets for compliance with project scope requirements and contract obligations.  </li><li>Takes leadership initiative in working with internal team members, and client departments including cost/scheduling, procurement, quality assurance, construction, contracts, legal, labor relations, finance, accounting and other services and departments as required to successfully manage projects.  </li><li>Provides an integrated project team approach in working with designers, contractors and governing agencies. </li><li>Reviews and comments on design submissions, change orders, and contracts/sub-contracts, and represent the client interests to ensure control of and validate change orders are current, fair and efficiently processed. </li><li>Reviews comments received from governing agencies on behalf of the client and coordinates timely resolutions. </li><li>Responsible to proactively monitor critical project milestone dependencies, and track actions which may result in risks to critical project milestones. </li><li>Reviews project key performance indicators and forecasts any modifications to schedules, cost estimates, and financial reports, and effectively reconciles risks to commitments that may exceed assigned schedules and budgets. </li><li>Coordinates communications, stakeholder contacts and maintains good working relationships.  </li><li>Monitors and controls contractual commitments to assure work being performed is in accordance</li><li>with the specifications and terms of the contracts. </li><li>Reviews builder submittals and RFI documents, and provides field surveillance to ensure specified quality of design. </li><li>Conducts project coordination and client meetings as necessary to review progress and discuss upcoming work. </li><li>Works with stakeholders to negotiate and resolve conflicts, disputes, and potential claims on behalf of the client. </li></ul>
