​​The role is responsible for developing, implementing, and maintaining cost controls and/or planning and scheduling functions. The role is expected to have broad knowledge and sufficient experience to analyze and apply technical solutions to challenging project controls issues.​ ​​Opportunity phase <ul><li>​Support Go/No Go preparations, forms, and gathering information and process, as directed by the Project Manager.  </li><li>​Review project controls requirements of RFP/opportunity. Provide or obtain project controls support for proposal deliverables, as appropriate for project complexity.  </li><li>​Understand proposal pricing approach and support as appropriate. Proficiency with company standard pricing tools and support as required.  </li></ul>​Planning phase <ul><li>​Develop customized Cost/schedule control plans/solutions to provide Project Management and other project team and management with appropriate tools for project cost and schedule control.  </li><li>​Support PM/Project team/contract administration in managing the contract review process for new contracts, modifications, and job closures. Understand and support or coordinate the insurance verification process as necessary. </li><li>​Review contract risk types and deploy methods to identify and develop risk management approaches for projects.  </li><li>​Manage and oversee financial project issues such as segmentation, work at risk, and revenue recognition during project setup.  </li><li>​Review scope definition documents and support PM with development of complex Work breakdown structure development (and maintenance during execution), interfacing with Procurement, Engineering, Subcontractors and Finance to support proper job setup for cost and schedule development, progress tracking, risk analysis, client billing.  </li><li>​Manage the development, updating, and monitoring of schedules and preparing status reports and staffing curves, in alignment with scope of work and resource, including subcontractors and consultants, planned to execute scope.  </li><li>​Support other Project team/procurement in managing documentation to support procurement of required sub-consultants and vendors </li><li>​Develop and review of project cost and revenue baseline, based on above element, on behalf of PM.  </li><li>​Develop and implement performance measurement and earned value plan and updates during execution. Elevate for review by PM, Project team and other Management staff.  </li><li>​Understand contractual invoicing requirements. Understand project/organizational and client interfaces. Review invoice support requirements, during execution, with Project Manager.  </li></ul>​Execution phase <ul><li>​Integrate cost and schedule data/baseline with company’s enterprise system, to facilitate Projects financial goals, or oversee this effort.  </li><li>​Develop key deliverables in preparation for project reviews. </li><li>​Review actual costs and commitments, coordinate cost adjustments, and review coding accuracy.  </li><li>​Identify cost (and schedule as needed) variances, investigate root cause, and develop/execute a correction action plan, as discussed with PM and Project team.  </li><li>​Lead effort for tracking budget, project costs, labor hours, schedule updates, installed quantities and progress measurements for work to include direct hire and subcontracted work. </li><li>​Maintain the planning/scheduling updates, applying engineering, procurement, and construction terminology, concepts, and relationships. Develop and maintain critical path logic networks and bar charts. </li><li>​Analyze, evaluate, and forecast current status against an established baseline schedule. Assess the impacts of design or construction changes and schedule slippages. Report schedule status to all levels of project and company management as well as to the Client.  </li><li>​Accumulate and access historical data, such as performance experience, for use in maintaining a realistic basis for future planning, forecasting, and Estimate at complete development.  </li><li>​Measure progress and review performance trends. Exposure to progressive performance data and associated concepts and principals.  </li><li>​Prepare reports, graphs, and charts, to communicate project status.  </li><li>​Proficiency with company’s financial systems, processes and procedures such as segmentation, work at risk and revenue recognition requirements and processes and be able to align with project status and assist in analyzing and using financial data to identify key project issues.  </li><li>​May coordinate/review invoices for consistency with contract requirements and rates. May interface with Billing and accounting staff. </li><li>​Assist the Project Manager with reporting on accounts receivables and unbilled issues as assigned.  </li><li>​Support Project team, with the change control management process and gain insight into rational and importance of change events. Support project with pricing and determining schedule impact of change orders.  </li><li>​Assist PM with support on gathering information to develop trending, forecasting and estimate to complete process. May assist PM with WAR (work at risk) and RAR (Revenue at Risk) forms.  </li><li>​May provide guidance, direction and specialized assistance to others in the resolution of project controls problems.  </li></ul>​Closeout phase <ul><li>​Review project scope and determine all contractual deliverables have been met, discuss with PM. </li><li>​Coordinate with PM/procurement for closeout of sub-agreements  </li><li>​Support PM with input of final EAC  </li><li>​Support with coordination of final invoice as directed.</li></ul>
