Role PurposeThe Quantity Surveying Lead (PMC) is responsible for end-to-end cost management, commercial control, and financial governance of large-scale energy infrastructure projects, including power transmission (up to 765 kV), substations, HVDC systems (±800 kV), and hybrid renewable energy projects (Solar, Wind, BESS).The role ensures cost optimization, contractual compliance, risk mitigation, and financial transparency across all project phases—from feasibility and design through procurement, construction, and final close-out—while acting as the owner’s commercial representative.Key Responsibilities1. Cost Planning &amp; Estimation<ul><li>Develop comprehensive cost plans and budgets across all stages: concept, feasibility, preliminary, and detailed design.</li><li>Prepare benchmarking models using historical data, BCIS, SoR, and international cost indices.</li><li>Lead life cycle cost (LCC) and carbon cost assessments for sustainable infrastructure planning.</li><li>Ensure cost alignment with project phasing strategies and GW-scale capacity build-outs.</li></ul>2. BOQ, Quantity Take-Off &amp; Tendering<ul><li>Prepare and validate Bills of Quantities (BOQs) in line with NRM, CESMM, and MCHW standards.</li><li>Perform detailed quantity take-offs for EHV transmission lines, Switchyards/substations, and renewable systems (Solar, Wind, &amp; BESS).</li><li>Support preparation of tender documents, pricing schedules, and bid evaluation frameworks.</li><li>Ensure BOQ alignment with design drawings, specifications, and execution methodology.</li></ul>3. Cost Control &amp; Financial Monitoring<ul><li>Establish and maintain cost control systems, including:<ul><li>Budget vs actual tracking</li><li>Cost variance analysis</li><li>Forecast to completion (FTC)</li></ul></li><li>Monitor project expenditures and identify cost-saving opportunities and value engineering measures.</li><li>Provide monthly cost reports, dashboards, and financial insights to PMO and client stakeholders.</li></ul>4. Rate Analysis &amp; Commercial Evaluation<ul><li>Perform rate analysis using:<ul><li>SPONS price book</li><li>Schedule of Rates (SoR)</li><li>Market intelligence and vendor quotations</li></ul></li><li>Validate contractor submissions for reasonableness, completeness, and compliance.</li><li>Support benchmarking of EPC costs for HV/EHV systems and renewable assets.</li></ul>5. Contract Administration &amp; Change Management<ul><li>Administer contracts under NEC, FIDIC, and JCT frameworks.</li><li>Manage:<ul><li>Variation Orders (VOs)</li><li>Change Requests</li><li>Claims and EOT evaluations</li></ul></li><li>Ensure contractual compliance, commercial protection, and risk mitigation.</li><li>Maintain contract registers, claims logs, and change trackers.</li></ul>6. Procurement &amp; Commercial Strategy<ul><li>Develop and implement procurement strategies aligned with project timelines and cost objectives.</li><li>Support vendor prequalification, bid evaluation, and contract award recommendations.</li><li>Optimize procurement through package strategy, bulk procurement, and cost leverage mechanisms.</li></ul>7. Project Controls &amp; Reporting<ul><li>Integrate cost management with project scheduling (Primavera/MSP) for holistic project control.</li><li>Maintain progress trackers, cost-loaded schedules, and resource planning frameworks.</li><li>Provide forecasting, risk-adjusted cost projections, and financial risk analysis.</li></ul>8. Stakeholder Coordination<ul><li>Act as the commercial interface between:<ul><li>Client / Owner</li><li>EPC Contractors</li><li>Design Consultants</li><li>Procurement &amp; Finance teams</li></ul></li><li>Ensure alignment on cost, schedule, and contractual obligations.</li><li>Support technical-commercial discussions during design and execution phases.</li></ul>9. Sustainability &amp; Carbon Management<ul><li>Perform carbon footprint assessments and integrate low-carbon design strategies.</li><li>Evaluate embodied carbon and operational cost trade-offs.</li><li>Support ESG and sustainability reporting requirements.</li></ul>10.
