At Scottish Power Energy Networks (SPEN), securing appropriate land rights through voluntary and statutory processes is essential to delivering our transmission and distribution network expansion across Scotland, England, and Wales. With a strong focus on pipeline growth through 2030 and beyond, the Land & Planning Team plays a crucial role in developing regulatory frameworks and policies that enable efficient land rights acquisition from landowners or government entities.
What You'll Be Doing
Working closely with the Land Solutions, Policy & Performance Manager, and supporting the Head of Land & Planning, you will take responsibility for:
Identifying, developing, and coordinating responses to national land rights legislation and guidance.
Managing internal land policies and procedures, ensuring a streamlined approach across the Land & Planning team.
Aligning SPEN’s land rights strategy with business objectives and regulatory requirements.
Developing engagement strategies to influence key stakeholders and legislative reforms.
Overseeing statutory land reform processes, ensuring consistency across SPEN’s transmission and distribution license areas.
Acting as a bridge between internal stakeholders and national land policy discussions.
Coordinating external workstreams and managing internal processes to ensure timely compliance.
Assisting in the creation of briefings and reports for senior leadership, supporting decision-making at the highest level.
What You'll Bring
Strong experience in project management, preferably within the utility sector.
In-depth knowledge of the Electricity Act and transmission/distribution networks, including overhead lines, underground cables, and substations.
Advanced expertise in land policy, including agricultural & forestry practices, property law, land valuations, and the Compensation Code.
Understanding of Energy Networks policies, procedures, and regulatory frameworks, including health & safety, planning, and environmental legislation (e.g., Town & Country Planning Act & Environmental Impact Assessment Regulations).
Proven experience negotiating large-scale land agreements, balancing financial, regulatory, and operational priorities.
Strategic problem-solving skills, capable of addressing complex policy and legislative challenges.
Ability to manage high-profile stakeholder relationships, influencing regulatory reforms and policy direction.
Sound planning and analytical skills, anticipating potential challenges and developing solutions.
Excellent communication skills, both written and verbal.
Commercial awareness, IT literacy, and customer service expertise.
Experience with SAP, GIS, and Salesforce systems.
Minimum Requirements
Fluent spoken & written English.
UK Driving Licence.
Relevant experience in land, surveying, planning, property, rural, agricultural, or utility sectors (either in project delivery or a policy context).
Candidates with demonstrable experience and key skills will be considered, even if they do not meet all listed criteria.
